Is it Judicial Impunity? Chief Magistrate Amabilis Police Guards Assault a Justice Seeker, Leaves Him Injured.

Blazer News Times ReporterBy Blazer News Times ReporterDecember 12, 2025

Francis Junior Kateregga is the man who is still recovering from the bodily injuries that were sustained following a berigerent assault on him by the Entebbe Chief Magistrate (CM) Stella Maris Amabilis police guards on Friday 5th December, as he attempted to follow up his frustrated case with the same Court, in pursuit for delayed justice.

It all started with Kateregga first reporting to Entebbe Police Division DPC Moses Kalakyire on same date to whom he had presented with warrant of arrest copies dated 26th November 2025, under issuance of CM Amabilis, requiring the Police to urgently arrest Mike Busuulwa with two other suspects, and produce them before her Court on 21st January 2026.

He presented the same Court documents that the Blazer News Website has seen, to the DPC Kalakyire to help him with enforcing the Court order, which did not happen.

Surprisingly, the DPC instead referred Kateregga who is visibly very un-well medically back to the same Court and do what he called verification of the presented formal arrest warrants with the issuing authority, which he did.

For record, Kateregga is infirm with confirmed Head Trauma according to the Clinical CT Scan Report Findings by the Kisubi Hospital Radiologist Dr. Joseph Terebu seen by this Website, arising from a harmer hit on his head in 2023 by assailants who attacked him while he was doing his private security guard work in Kitala-Entebbe at Mike Busuulwa’s car garage.

Busuulwa is accused of having facilitated the murder attempt on Kateregga for faulting him to have defaulted his monthly salary.

According to Kateregga, when he reached the Court premises at the waiting seats to the CM Amabili’s, Court chambers, he was seen by herself and instantly ordered her body guards that he be chased away from there because she was tired of him, citing one of the complaints filed by him against her conduct to her superior bosses in the Judiciary.

In the blink of an eye, he says her Police guards led by one Okwanya made a swift physical attack on him with slaps on the head, mouth and down kicks while trampling on him, describing him as a mad man.

Despite his visible medical complication, Kateregga accuse Amabilis with her guards of resorting to inflicting torture on him with impunity for simplify trying to demand for justice regarding her frustrated case (Amabilis), with Kisubi- Entebbe Police officers, State Attorneys and her co magistrate Okwong Peculal.

“I had not committed any offence by going to that Court. Even if I was found mistaken which wasn’t the case, they have no right to inflict me with torture” Kateregga stated while crying that he was feeling a lot of pain.

This Website can independently report that battered and inflicted, the feebling and shivering Kateregga returned back to the DPC Kalakyire reporting his ordeal to him for further assistance, but wasn’t helped. Up to now, despite having all case details in police records, the area senior Police officers have not cared to execute their constitutional duty of ensuring that justice is served to the complainant.

When those events un folded, our teams reached out the Judiciary’s spokesperson HW Eremye Mawanda via a phone call to his known contact for urgent response, but it was a lady who picked while telling us to send him a WhatsApp message.

The WhatsApp message was sent as guided but no intervention has ever been made for that matter.

In performance of our journalism watch dog role aimed at holding public officials accountable, Blazer News Times will tell you in our next investigative reports how things got where they are now.
