The renewal of contracts for 10 heads of police directorates that were recently told to hand over offices to their deputies following expiry, has met a setback after a section of the serving junior police staff requested president Yoweri Kaguta Museveni decline to renew them, claiming there is no justification for contract extension.
The police bosses whose contracts are pending renewal by the appointing authority, include AIGP Felix Baryamwisaki- Head of Directorate of ICT, AIGP Moses Kafeero-HR Development and Training, AIGP Hadijah Namutebi- Welfare, Production and Sports, AIGP Erasmus Twaruhukwa- Director Research and Planning, AIGP David Wasswa Ssengendo- Counter Terrorism, Brig Jesse Kamunanwire-Human Resource Administration, AIGP Ubaldo Bamunoba-Political Commissariat, AIGP Stephen Tanui-Director Fire and Rescue Services, AIGP John Nuwagira-Director Field Force Unit and Lawrance Nuwabiine-Director Traffic and Road Safety Directorate.
Junior staff who exclusively spoke to Blazer News Times on condition of anonymity claimed that the out goers did not do much in addressing their plight during their tenure in office, insisting they should show cause as to why there should be an extension of their stay in the public offices.
Officers expressed disappointment with their bosses whom they linked to the allegations of involvement in multiple corruption dealings notably; mismanagement of their sacco (Exodus sacco), mistreatment, bribery encouragement especially among the traffic police officers, mismanagement of the CCTV Camera system and corruption in deployments, among others.
“They use all resources allocated to their directorates like food ratio, fuel, cars and budgets to themselves, families and girlfriends. They delay and manipulate officers’ salaries and others hardly receive payments”, one officer said.
Menial officers expressed frustration with what they called un just treatment against them while in line of duty. “They have access to medical treatment abroad but Junior officers get just basic drugs like Panadol and getting recommendations for further treatments is next to impossible”.
The outgoing senior police chiefs have also been labelled with allegations of failure to produce accurate reports as well as exercising unlimited access to funds from the undersecretary.
“Whoever comes out to say such bad is hunted and promised to be killed, it’s that much ugly. They are harsh when dealing with Junior officers and can have them transferred without even being heard”, a junior staff narrated.
They now want Gen Museveni to institute an urgent intensive probe into their claims before a final decision sealing their fate can be reached.
These sharp allegations come in the wake of on-going anti-corruption investigations against three senior security officials; Lt. Gen. Joseph Musanyufu- Internal Affairs Ministry Permanent Secretary (PS), Police Undersecretary Aggrey Wunyi and Assistant Inspector General of Police AIGP Felix Baryamwisaki (Head of ICT Directorate),by the State House Anti-Corruption Unit, on orders of the president who confirmed to have received a whistle blower’s report implicating them into allegations of a corruption scandal and extortion linked to the maintenance of the 31.37 billion national CCTV-command center project.
In his letter to the head of Public Service and Secretary to the Cabinet Lucy Nakyobe dated May 23rd 2026, and received by the Internal Affairs Ministry on 28th May 2026, the president directed that the three senior officials be sent on a 6- months forced leave, pending investigations against them.
The same letter was copied to the Inspector General of Police (AIGP), Minister of Internal Affairs, Prime Minister and Vice President.

Efforts of seeking response from the individual discharged directors were futile since they are out of office at the moment.
When reached out for a comment on the matter, the Police Spokesperson for Kampala Metropolitan (KM)Racheal Kawala said it should be the Police Spokesperson to respond about it.
However, efforts to get a comment from the Police Spokesperson Kituuma Rusoke did not yield any fruit. He could neither answer nor return our call by the time this news report was compiled.
