State minister for Kampala Metropolitan Affairs Christopher Kabuye Kyofatogabye is under the spotlight over the sharp accusations of rigging out the January 15, 2026 parliamentary polls through which he was declared the winning MP candidate to represent Nakaseke Central in the 12th Uganda parliament.
Minister Kyofatogabye (NRM) win was declared by the area Electoral Commission Returning Officer (RO) Aida Tusiime amid rejection from his main challenger the opposition incumbent MP candidate Allan Mayanja (NUP) who described as falsified and fake the declared results.
The disputed Electoral Commission (EC) results put Kyofatogabye at a score of 13,678 votes, while Mayanja at 8, 178 votes.
According to Mayanja, the process was marred by fraudulent practices engineered by the state officials from the military, EC and the ruling NRM party, aimed at overturning the will of the voters.
Mayanja who brandished the copies of official signed EC documents reflecting the performance of all candidates, cited alteration of the final results in Butalangu Town Council, Kikamulo and Wakyato Sub Counties by the EC official Tusiime in the favor of the NRM candidate.
“Some of the results that were being read by the Returning Officer did not reflect the will of people on the Declaration Forms from several polling stations. When I stood to ask of the source of these results, I was assaulted by Kabuye”.
Mayanja accuses the RO of trashing his legitimate concern when she ordered him to sit back, claiming that she was reading what was just being brought on her desk, before arrogantly reminding him that courts were open if he was dissatisfied with the results.
The Nakaseke Central MP alleges an orchestrated harassment threat, abduction and prevention of his agents from accessing the polling stations by the security forces and goons.
“In some parts of Wakyato Sub County elections began at 8: 00 am and ended before 4: 00 pm.”
Mayanja claims that the declaration results for three polling stations; Kibose Primary School in Kikamulo Sub County, All Saints Church A—NAJ and Magoma R.C Primary School in Kiwoko Town Council, were not included among those voted and tallied on the EC ‘s result tally sheet.
It is against the above that he rejected the outcome of what he called the stolen peoples’ victory, affirming he was in consultation with his legal team, electorate and the party to inform his next cause of action.
Detention of Polling Agents.

Mayanja accused the security forces of abducting and detaining one of his polling agents and NUP party members Amon Rwaviira at Kiwoko Police Station in Nakaseke Central County.
“He was abducted on January 15, 2026 by the military and police, driving in a car locally known as drone at Kalagala polling station in Wakyato Sub County, where I had deployed him to observe the polling”.
According to Mayanja, while Rwaviira was in detention, he was tasked to explain why he supported Robert Kyagulanyi and Allan Mayanja the Baganda, yet he is a Munyakore who should support NRM.
“On Monday 26th January, Rwaviira was re-arrested and detained at Butalangu Police Station with many other NUP supporters. No case has been slapped on him apart from the state operatives forcing him to record a video clip denouncing his support for Mayanja, Kyagulanyi and NUP. He has also been asked to announce his support for NRM and Museveni” Mayanja stated.
Claims of Vote Rigging in Nakaseke North
The similar irregularities were reported across the same district in Nakaseke North constituency where the incumbent MP Paul Luttamaguzi (NUP) accuses the ruling NRM party candidate Charles Nsereko, husband to the NRM party deputy secretary general Rosemary Namayanja Nsereko of rigging him out, despite his presented indelible Declaration of Result forms to the EC officials.
Luttamaguzi claimed that declaration of the NRM candidates was being ordered by Gen. Salim Saleh who is the special presidential advisor on defence and security, regardless of the outcome.
However, by the time this news report was compiled, our efforts of seeking a comment from the EC spokesperson Julius Mucunguzi to respond to the claims were futile.
