Outspoken veteran journalist and former Kira Municipality MP Ibrahim Nganda Ssemujju has mooted a negotiation plan aimed at easing his return to the country from exile that was triggered by his presaged arrest, Blazer News Times can exclusively report.
Sources claim that Ssemujju’s return negotiations are being steered by his former workmates; veteran journalist Andrew Muwenda and Adonia Ayebare.
“He is using Adonia Ayebare and Andrew Muwenda to engage the state and Muhoozi to soften the stance and let him return freely”.
Sources claim that the independent minded journalist’s move was informed by his need for safety guarantees before jetting back in the country.
“He needs an assurance that he should not be arrested but let to normally go about his own usual work as he stops criticizing the state” A source explained.
It however remains unclear on whether the said plan will find the state approval.
Apparently, Ssemujju’s temporary place of abode is not known although he had indicated in one of his recent X posted messages following the abduction of former Butambala County MP Muwanga Kivumbi, that he was living in one of the neighboring countries which could not be named.
“My brother Muhammad Muwanga Kivumbi, while you were away in Kitalya prison for 5 months, a new order was proclaimed in Uganda. Criticizing members of Museveni family means you don’t like the country and it is therefore a criminal offence… In the new order, even when you are intercepted by police, it first hands you over to military to undergo the Bachwezi prison initiation ceremony in the basement. Power to arrest is no longer with Police. Rules in the new order are being issued right and left… I am in a neighboring country trying to learn them. I will through our lawyer Medard Sseggona send you a list of what I have recorded so far.”
Shortly after the abduction of Dr. Kiiza Besigye lawyer Erias Lukwago, Ssemujju had on 17th June posted information indicating how he had left Uganda for his Makkah pilgrimage in Saud Arabia, before his latest disclosure that he was living in one neighboring country.
His country exit followed threats by the Chief of Defence Forces (CDF) Gen. Kainerugaba Muhoozi that himself and LoP Joel Ssenyonyi were the next possible targets.
Ssemujju is also the current secretary general and spokesperson of the Uganda’s newest Peoples Front for Freedom (PFF) political party, commonly known as Kiiza Besigye’s patronized party.
Ssemujju Narrowly Survived Arrest.
It has emerged from the sources that the state is in possession of a well-arranged file implicating Ssemujju in multiple corruption dealings, following the recent launched probe into the alleged parliament financial mismanagement in May 2026, by the state anti-corruption investigating agencies including the Police CID department.
The said investigations had seen the offices of several current and former senior 11th parliament staff including former speaker Anita Among cordoned off and labelled crime scenes by the investigators, thus creating tensions and panic at Parliament.
Part of what forms state investigation against Ssemujju is his alleged participation into parliamentary kleptocracy, according to the sources. For instance, records seen by this news website shows that, between the years 2022 and 2023, a tune of 374,021,250 shillings was spent by him on local and foreign trips, which according to the sources raised accountability queries, thus prompting the anti-graft investigations.
According to the sources, Ssemujju luckily got to know from insiders of his arrest scheme and swiftly fled.
“He had travelled to South Sudan, Kenya, etc, and tendered in questionable accountability with dubious travel expenses which also reflected in the Auditor General’s report, hence making him a beneficiary”, a source stated.
Sources further claim that Ssemujju was one of the troubled Anita Among’s political associates, raising integrity concerns. Among has not made any public appearance since the security raid of her residence in May on allegations of involving in corruption, a confirmation by the sources that she is under house arrest.
Some of Among’s associates including Chris Obore have ever since been arrested and jailed by the Anti-Corruption Court.
