Exclusive: How DP Boss Gerald Siranda Henchmen Caught Up in Unlawful Human Trafficking Deal Using Forged Documents.

File: Uganda's Representative to the EALA and DP SG Gerald Siranda.

DP secretary general Gerald Blacks Siranda has been implicated in what has come to be known as a human trafficking scandal that left several individuals claiming to have been fleeced large sums of money by the individuals linked to him as his henchmen, Blazer News Times can exclusively report.

The illegal human trafficking deal that has sparked the integrity and legal violation concerns, was according to reliable sources spearheaded by one Huudu who happens to be one of Siranda’s closest business associates.

The said deal according to the sources, had aimed at aiding several individuals to leave Uganda for greener pastures abroad earlier this year, although it eventually turned out to be a scum and flop when they had already fulfilled their financial obligations, thus sparking claims of fraud from the victims, promise break and violation of the gentleman’s agreement.

It was also characterized by the forgery of supporting documents initiating the travel process for the victimized clients, which this news Website has seen and obtained copies.

    How the Whole Thing Started.

Sources familiar with the matter narrated to this news Website that it all started with one immigrant labor company (names withheld) setting to fly abroad some individuals as clients under an immigration labor arrangement, but un luckily lacked adequate supporting documents to ease their travel.

The company agent who is commonly known as one Mulangira had approached one of the former senior DP leaders currently belonging to NUP still as a leader (also names withheld), to help him with paper work processing for his clients.

According to the sources, an NUP leader realized he could not manage the deal, hence connected Mulangira to Huudu who allegedly linked up with Siranda to push it forward.

It has emerged that after getting into close contact, Huudu assured Mulangira that his clients (potential travelers) would be aided to reach to their final destination under DP delegation, traveling as DP members although were not, thus sealing the deal that culminated into fulfilment of certain financial terms.

The said travel of a group of five (whose names withheld) had been designed to be channeled through an agricultural related workshop which necessitated supporting documents from the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF).

Their delegation was to be led by the DP secretary general Siranda who recommended their trip in affirmative to the consulate of Turkey in his February 11, 2026 letter to ease their vis process.

“I write in my capacity as the Democratic Party secretary general and Member of East African Legislative Assembly to formally recommend the following delegation of senior party officials who intend to travel to the Republic of Turkiye to attend Global Leadership and Innovation Summit-Turkiye 2026 scheduled to take place from 17th -20th April, 2026”, Siranda’s recommendation letter reads in part.

However, some senior DP leaders have since then disowned the said party recommended members by their secretary general, labelling them as fake.

Sources claim that when Siranda’s associates were approached by Mulangira, they had clear knowledge of the MAAIF department it fell under, hence swiftly moving to process a supporting visa request letter to the consulate of Turkey purportedly from the ministry’s department of animal health, asking for the facilitation of the alleged government delegation under which the planned travel arrangements would take effect.

The purported MAAIF animal health department commissioner letter was a forged document which was discovered by the labor company agent (Mulangira) upon its delivery to the embassy, and verification when he had a benefit of being shown how the genuine document looked like to draw a clear distinction.

It was at this point according to sources that Mulangira who had from onset released the consensual payment to Huudu who was at the face of the deal, realized that the it was a scum, igniting the demands for immediate refund of his client’s money, or he takes legal action.

Siranda’s Men EC Documents for Intended Labor Immigrants.

Independent investigations carried out by Blazer News Times established that some of the processed documents were not genuine. One of the processed documents was the certified copy of the Democratic Party’s certificate of registration to the secretary general.

The document which is dated 09th January 2026, was purportedly issued by the Uganda Electoral Commission (EC) secretary Leonard Mulekwah.

Blazer News Times fact check established that Leonard Mulekwah was out of said office by that time as indicated on the document, following his suspension with 5 others in January 2025, on allegations of corruption.

By January 09th ,2026, Richard Kamugisha, Mulekwah’s successor, was occupying the office, which posed a query on authenticity of the uttered document.

Utterance of any false document is criminal according to Uganda’s legal framework, carrying a very heavy punishment if found guilty.

When reached out by this news Website regarding the authenticity of the said certified certificate of registration, the EC spokesperson Julius Mucunguzi disowned them as fake.

Our further journalistic probe with one Commissioner in MAAIF to which the said letter was attributed (names withheld), denied its knowledge.

Efforts to seek comments from Huudu and Siranda were futile.

Whether all responsible authorities will interest themselves into this matter, only time can tell.
