    Why Norbert Mao Deserves to be Speaker of the parliament of Uganda.

    The position of Speaker of Parliament is one of the most critical offices in Uganda’s governance structure. It requires a rare blend of legal expertise, political maturity, neutrality, national vision, and the ability to manage competing interests in a polarized political environment. A strong case can be made that Norbert Mao possesses many of these qualities, making him a compelling candidate for the role.

    1. Deep Legal Expertise and Constitutional Understanding

    As Uganda’s current Minister of Justice and Constitutional Affairs, Mao operates at the heart of the country’s legal and constitutional framework. His background as a trained lawyer/ advocate gives him a firm grounding in legislative processes and constitutional interpretation noting that the Speaker’s role is heavily legalistic—interpreting parliamentary rules, guiding debates, and ensuring that legislation aligns with the Constitution.
