    Untold Story: Lord Mayor Balimwezo in Dilemma Over Blocked Financing of His Activities by the Government.

    The incoming lord mayor for the Ugandan capital Kampala Ronald Nsubuga Balimwezo is caught between the rock and a hard place following a move by the central government aimed at frustrating his efforts of turning his imaginary manifesto idealistic dreams into reality.

    Reliable sources in the corridors of Kampala Capital City (KCCA) main seat- city hall exclusively told Blazer News Times that Balimwezo is stuck into financial crisis, lacking operational budget to facilitate his chaired Central Executive Committee (CEC) activities, despite legal guardrails providing for the same.

    CEC under the amended KCCA Act (2020) is mandated with ensuring among other roles, executing, guiding and implementing the authority’s policies and decisions.

    It is comprised of the lord mayor who chairs it, deputy lord mayor who also performs the role of executive secretary for administration and human resource, executive secretary for finance, executive secretary for social services and executive secretary for civil works and physical planning.

    Faridah Nakabugo is the sitting executive secretary for administration, human resource and deputy lord mayor, Shamim Nambasa – secretary for finance, Judith Nalukwago- secretary for social services, while Godfrey Luyombya is the secretary for civil works.

    The closure of central government financial taps according to sources is intended to cast the loquacious KCCA political head in bad light as being a non-performer before his electorate, thus discrediting the opposition.

    The prevailing challenge according to sources is proving to pose serious effect on the just unveiled Balimwezo plan aimed at decongesting Kampala traffic through attraction of foreign private investment.

    The proposed plan which was unveiled on 12th June, also saw the incoming attorney general Sam Mayanja in attendance.

    Communicating through his X handle on the same day, Balimwezo said” today I launched a campaign to tackle traffic congestion in Kampala by promoting modern transport solutions including proposed hydrogen-powered trains and elevated tram systems. I also met with key stake holders to discuss investment”.

    However, sources say that the launch was morass a ceremonial activity since the project implementation cannot take off without full involvement of the central government whose will since then proved to be reluctant.

    But despite the above according to sources, Balimwezo is in advanced stage of exploring a solution considering forging a workable relationship with the deep state members, using power brokers.
