Two of the 10 Police Directors who were in May told to hand over offices last month following expiry of their terms, were in a dramatic turn of events seen attending an official Police event at its Naguru based headquarters, which has ever since ignited serious concerns among some junior officers, questioning the motive behind their reappearance.
The two said officers are; AIGP Lawrance Nuwabiine-Director Traffic and Road Safety Directorate and AIGP Stephen Tanui-Director Fire and Rescue Services.
The Police spokesperson Kituuma Rusoke, had earlier this month confirmed to the media that the Director’s offices would immediately be run by their deputies pending consideration of their contract renewal by the appointing authority who is also the president, Gen. Yoweri Kaguta Museveni.
However, on Thursday June 11, 2026, the two Directors attended a meeting launch of the Police curriculum on money laundering, that saw a few select senior Police officers in attendance but based on official invitations according to insiders. The same manual was developed in partnership with the Financial Intelligence Authority (FIA), Office of Director of Public Prosecution (ODPP), URA and development partners.
Draped in ceremonial Police uniforms, afande Tanui and Nuwabiine seated under a decorated big tent along with other invited guests as they keenly followed insights of an event which was being presided over by the Deputy Inspector General of Police (DIGP) James Ocaya.
Some junior Police officers (whose names withheld) described the dual’s re appearance as a contradiction by the Police administration which had confirmed that they would remain out of office until such a time when the appointing authority deems it necessary to return them or otherwise.
Other senior benched Police bosses whose contracts are pending consideration of renewal include AIGP Felix Baryamwisaki- Head of Directorate of ICT, AIGP Moses Kafeero-HR Development and Training, AIGP Hadijah Namutebi- Welfare, Production and Sports, AIGP Erasmus Twaruhukwa- Director Research and Planning, AIGP David Wasswa Ssengendo- Counter Terrorism, Brig Jesse Kamunanwire-Human Resource Administration, AIGP Ubaldo Bamunoba-Political Commissariat and AIGP John Nuwagira-Director Field Force Unit.
Deputy IGP Speak Out on the Matter
The DIGP Ocaya questioned at the sidelines of the money laundering manual launch the source of information indicating that the two Directors are on the bench following expiry of their contracts.
“Who gave you that information whether it was the correct information or not?”
Asked whether the resurfaced benched officers at the Police official events would not speak to a contradiction by the Police administration, the DIGP Ocaya could not share more detail.
“I don’t think they would be here if the information you had was correct,” He replied.
This comes at the backdrop of the request by a section of junior Police officers to Gen. Museveni calling for non-renewal of their bosses’ contracts, claiming much was done by them in addressing their plight during their tenure in office.

How the Unveiled Tools Will Curb Financial Crimes.
DIGP Ocaya revealed that three very important tools have been launched with, the first being on SOPs on Crime Scene Management, Forensic Induction Training Tool and now Financial Investigation Training Manual and Trainers Guide.
Ocaya said the manual will improve the quality of investigations in areas including financial and economic crimes for proper and reliable evidence for successful prosecution.
“It will enhance capabilities to investigate financial crime. This is a TOT of investigators training”.
He challenged the parliament to consider coming up with legislation to regulate virtual currencies including the Crypto Currency.
“Crypto Currency, have we thought about it. Last time I knew there was a discussion that we should have nothing to do with Crypto Currency, is the situation still the same, shall we able to handle the crime involved, parliament should intervene”, He stated.
The project was funded by among other development partners, EU and GIZ.
